Objective
The Case
Reconciliation and Closure Course (SAM-CR) is designed to provide personnel
who are directly involved or concerned with foreign military sales (FMS) case
and financial management a comprehensive understanding and application of the
policies, methods, systems, and actions necessary for effective and continuous
case and line reconciliation from implementation through final closure.
Course Description
The
SAM-CR course is currently available only as an on-site course at a specific
customer location. This course encompasses a broad variety of topics including
statutory requirements, DoD directives and manuals, military department (MILDEP)
directives and manuals; an overview of FMS processes, including financial
processes of pricing, funds management, and billing; as well as an overview of
the Defense Finance Accounting System (DFAS) case reconciliation and closure
processes. A presentation from the Defense Security Cooperation Agency (DSCA)
discusses case financial management and both accelerated and enhanced
accelerated closure from the DSCA perspective. MILDEP unique workshops make up
the majority of course hours and are designed to provide hands on training in
the tools available to MILDEP and DoD agency case and financial managers.
The
course is conducted in two basic formats. The first two days consist of
classroom lecture and discussion covering the topics of FMS process, FMS
financial management, the DoD Reconciliation and Closure Manual, a DFAS
perspective and a DSCA perspective on case reconciliation and closure. The
remaining two and one half days are conducted as unique MILDEP workshops where
the tools available for ongoing case reconciliation and ultimately closure are
demonstrated, discussed, and analyzed in terms of exercises utilizing the
MILDEP unique data systems and products. Click on

International
Affairs Certification Program (IACP)
The
Department of
Defense International Affairs, Certification Program
Guidelines
dated 28 April 2008, set forth standardized certification guidelines
for the International Affairs Certification Program (IACP). Workforce
members are required to meet the mandatory standards of education,
training, and experience in order to achieve each of three levels of
certification. Certification is not required for filling IA positions,
but it does readily identify those individuals who have completed
specific training, education, and experience thresholds. Certification

This course is a Level II or Level III.
Eligibility Criteria
Only
U.S. government employees are eligible. U.S. government employees are defined
as U.S. civilians (GS-5 - GS-14 and YA/YC-01/03), and U.S. military (E-7 to
O-5), and support contractor equivalents.
Graduation from the
DISAM Security Assistance Management CONUS Course (SAM-C) is a
prerequisite. This prerequisite may be met by constructive credit
for SAM-C
Requests for waivers of the above criteria will be reviewed on an individual
basis by the Director, Management Studies (DISAM/DM).
Applying for Admission
Because
this course is only offered as an on-site course at a specific customer
location, DISAM will fund up to 40 percent of the students for travel to the
on-site location and DISAM will also fund the travel of all instructors to the
on-site location. Currently scheduled on-site offerings are posted below.
Requests for DISAM courses will
be compared with individual training requirements prescribed by organizations
within the Security Cooperation Workforce Database (SCWD). Military service
quota managers and supervisors endorsing training requests should validate
individual training requests from the SCWD prior to submitting a student
nomination for training. Requests for training above the required level for the
prospective student’s position will be allocated on a “space available” basis.
DISAM may also “bump” requests for “desired” training to accommodate “required”
training as designated within SCWD. For further information on SCWD please

SCWD levels of training are:
Level One – Security Cooperation Familiarization (online training).
Level Two – Security Cooperation Orientation Course (primarily online training).
Level Three – Security Cooperation management courses (resident).
Level Four – Security Cooperation advanced courses (resident).
SAM-CR is a Level FOUR Course.

Classes and Hours
SAM-CR
classes are held daily, except weekends and holidays, and normally are
scheduled between the hours of 0830 to 1600, Monday through Thursday and 0830
to 1130 on Friday (as required.) Due to increased airport security, commercial
airline departures may be scheduled within two hours of ending the final
class. Early departures are not authorized except in a bona fide emergency.
Syllabus
This
course is designed to provide the student the tools for on-going case
reconciliation eventually leading to a more expeditious case closure. It
provides an academic overview of the FMS processes, financial management of
FMS cases, and case reconciliation and closure from the DoD perspective; and
via specific military department workshops, hands-on training in case
reconciliation methodology available to military department and DoD agency
case and financial managers. By virtue of the unique data systems utilized by
each of the MILDEPs (SAMIS/CMCS, CISIL/PBAS, STARS/MISIL), the topics and
presentation media will vary in the workshop phase.
