The Logistics Support Course (SCM-CS) is designed to provide personnel who are directly involved in or concerned with foreign military sales (FMS) requisitions and materiel movement with a comprehensive understanding and application of the policies, procedures, systems, and actions necessary to move FMS materiel from its initial requisition through shipment to the customer's final destination. The objective is to understand the functions of key organizations involved in materiel distribution, to include the International Logistics Control Organizations (ILCOs), Defense Logistics Agency (DLA), contractors, and freight forwarders. Students will understand how to identify the proper procedures for processing requisitions, and the handling and movement of security cooperation (SC) program materiel, with an objective of reducing or preventing deficiencies in the FMS materiel distribution process.

Course Description

This is an advanced course in two parts.  The first part is an online refresher course.  The second part is a one-week resident course.  The online refresher course should be completed no more than 90 days prior to the start of the resident course. 

Students should already have attended an introductory course and be familiar with FMS programs and procedures. The course focuses on specific aspects of logistics such as the integration of the elements of the total package approach, requirements determination, requisition processing, with an emphasis on shipping and transportation considerations throughout the FMS case and requisition life cycle. The course emphasizes the responsibilities and relationships between the case managers at the ILCOs with the weapon system program manager, the contract administrative office, the DLA and military department (MILDEP) item managers, the transportation coordinators, the freight forwarder, and the FMS customer. The course will focus on how to reduce frustrated and misdirected shipments, reduce supply discrepancy reports, and plan for material movement during LOR development. Click on Continuous Learning Points for the SCM-CS Logistics Support Course for acquisition and other professional development program points which can be acquired. Students are required to complete an online refresher course prior to being accepted for registration, and must pass a final examination at the end of the course with a minimum score of 75 percent to receive a certificate of graduation for SCM-CS Logistics Support Course.

International Affairs Certification Program (IACP)

The Department of Defense International Affairs, Certification Program Guidelines dated 28 April 2008, set forth standardized certification guidelines for the International Affairs Certification Program (IACP). Workforce members are required to meet the mandatory standards of education, training, and experience in order to achieve each of three levels of certification. Certification is not required for filling IA positions, but it does readily identify those individuals who have completed specific training, education, and experience thresholds. Student Requirements

The SCM-CS Logistics Support Course is structured to provide a diverse sample of logistics-oriented topics presented using various methods to suit most adult learning styles. Several lessons will include practical exercises which involve individual and group activities and assignments. Learners are expected to actively participate in all activities and complete all learning assessments to successfully graduate from this course, in addition to achieving a passing score on the final examination. Successful completion of the course is based on a minimum score in each of two categories:  Exercises and assessments earn a maximum of 100 points, and the final examination is worth 100 points.  A minimum of 150 points is required to successfully complete the course.  Learners who fail to achieve minimum standards will not receive course credit or a certificate of completion. 

Eligibility Criteria

The SCM-CS Logistics Support Course is open to all personnel supporting FMS logistics, to include Department of Defense (DoD) personnel, U.S. defense contractors, U.S. based freight forwarders, and customer foreign liaison officers. The course is specifically targeted to case managers, system program managers, procurement and administrative contracting officers, contract specialists, item managers, transportation coordinators, customer service representatives, foreign customers, freight forwarders under contract to a foreign government, port facility managers, customs agents, U.S. defense contractors, and U.S. embassy personnel.

Prerequisite: Attendees should have a minimum of one year of working experience in a security cooperation position, or one year of performing logistics functions related to security cooperation.  Graduation from a basic introductory DISAM course is a prerequisite.  For US personnel the following courses comply:

·        SCM-OC: Security Cooperation Management Orientation Course (online)

·        SCM-C: Security Cooperation Management CONUS Course

·        SCM-O: Security Cooperation Management Overseas Course 

For international customers, the following courses comply in either residence or by Mobile Education Team: 

·        SCM-IO:  Security Cooperation Management International Purchaser Course (formerly SAM-F)

Any candidate who has not completed one of the aforementioned prerequisite courses must complete the SCM-OC: Security Cooperation Management Orientation Course (online) prior to registering for the Logistics Support Course (SCM-CS).

It is recommended that U.S. personnel who are assigned to full-time security cooperation positions in CONUS complete the SCM-CM Case Management Course prior to taking the SCM-CS Logistics Support Course. 

Prerequisite Online Refresher Course:  All candidates for whom more than six months has passed since the completion of one of the aforementioned prerequisite courses prior to the SCM-CS resident course start date are required to complete the SCM-CS Online Refresher Course, pass all quizzes in 3 subject areas and receive a certificate of completion prior to attending the resident SCM-CS Logistics Support Course. This SCM-CS Online Refresher Course is located at www.disam.dsca.mil  under the Online Learning tab or under the Course Catalog/Registration Tab. 

  • Select the CONUS, OCONUS or Industry tab as applicable. 
  • Select the SCM-CS Logistics Support Course. 
  • Select Registration.  This will direct the user to a registration page. The DISAM registrar will set up an account for each applicant in the Blackboard learning system, and will send each applicant a user ID and password to take the SCM-CS Online Refresher Course. 

Requests for waivers to the prerequisite will be reviewed on an individual basis by the Director, Management Studies (DISAM/DM).

DISAM pays all continental U.S. (CONUS) travel expenses for USG personnel (from point of entry within the CONUS to Wright-Patterson Air Force Base, OH). Non-CONUS related travel expenses are covered by exception only and must be approved by DISAM in advance. DISAM does not pay for the use of rental cars while in residence at courses; however, there is a shuttle van service from the student’s quarters to area eating establishments. The shuttle van service is free of charge for all DISAM students. Shuttle van service is also provided between student’s quarters and the DISAM class building.

DISAM will accept a total of 40 students for each offering of the Logistics Support Course (SCM-CS).  The Army, Air Force and Navy will be offered 9 seats each for personnel in Security Cooperation positions.  An additional 6 seats per course will be available for personnel from Defense organizations with full-time security cooperation billets.  These organizations are:

·        The Defense Security Cooperation Agency (DSCA), including DISAM, DSADC, DIILS, CWD and the Centers for Strategic Studies

·        The Defense Finance and Account Service (DFAS)

·        The National Security Agency (NSA)

An additional 7 seats per course will be available for international customers, industry personnel, and personnel from specialized organizations performing logistics functions in support of security cooperation programs.  These organizations include:

·        The Defense Contract Management Agency (DCMA)

·        The US Transportation Command (USTRANSCOM), including SDDC, AMC and MSC

Requests for these seats will be compared with individual training requirements prescribed by organizations within the Security Cooperation Workforce Database (SCWD). Military service quota managers and/or supervisors endorsing training requests should validate individual training requests from the SCWD prior to submitting a student nomination for training. Requests for training above the required level for the prospective student’s position will be allocated on a “space available” basis. DISAM may also “bump” requests for “desired” training to accommodate “required” training as designated within SCWD. For further information on SCWD please contact your military service/agency POC, your organizational quota manager or the DISAM Registrar.

SCWD levels of training are:
Level One – Security Cooperation Familiarization (online training).
Level Two – Security Cooperation Orientation Course (primarily online training).
Level Three – Security Cooperation management courses (resident).

SCM-CS is a Level FOUR Course.

International Purchasers. Prospective international purchaser students should request admission through their country’s training office and coordinate through the U.S. Security Cooperation Office (SCO) training manager. Quotas for students attending under a FMS case or the International Military Education and Training (IMET) Program are managed by Air Force Security Assistance Training (AFSAT/SDS), 315 J Street West, Randolph Air Force Base, TX 78150-4354. Instruction is given in English. Because of the great amount of material to be read and the steady pace of instruction, an English Comprehension Level (ECL) of 80 or above is required. Students should be ECL tested in country before being selected for DISAM attendance.

U.S. Industry Personnel. U.S. citizens and U.S. persons (as defined in the International Traffic in Arms Regulation (ITAR) Section §120.15) representing the U.S. defense industry companies are admitted on a first come first served basis upon receipt of a request for admission. The cost for U.S. defense industry personnel is $2,021 (subject to change).

What if I’m told that quotas are not available?

DISAM wants to help the potential student in obtaining a quota for the appropriate DISAM course. If a student has applied for a DISAM course utilizing the approved procedures listed above and has been told the class is full or there are no available quotas remaining for your service, please contact the office of the DISAM Registrar at DSN 785-4144/1- (937) 255-4144 or use our e-mail registrars@disam.dsca.mil. The registrar's office will take your information and provide it via e-mail to your appropriate service representative for possible scheduling. You will be instructed to provide all the required paperwork to your service representative and to the DISAM registrar. If you have not received a quota within 30 days prior to the course start date, contact the DISAM registrar's office again. The registrar will fill all unused quotas on a first come first served basis to qualified candidates.

Classes and Hours

SCM-CS resident courses are held Monday through Thursday from 0800 to 1630 and Friday from 0800 to 1130. Due to increased airport security, commercial airline departures may be scheduled after 1400 on the final class day. Early departures are not authorized except in a bona fide emergency.

Syllabus

The following syllabus is organized to reflect daily classroom activities. Title and general content identify each lesson.

Day 1

Administration/Introduction. This block of instruction covers course requirements for graduation, emphasizing course outline and reading assignments. 1-1/2 hours.

The Letter of Offer and Acceptance (LOA) and the DSP-94. Reviews the LOA terms and conditions, focusing on codes and clauses that impact logistics support and materiel distribution. This lesson also examines standard terms and conditions relevant to logistics support, and compares standard FMS agreements with pseudo LOAs executed under the Security Cooperation program.  The lesson will include a discussion of the requirements for processing a DSP-94 export authorization for customs clearance. 1 hour.

Catalog Data. This lesson examines data contained in the Federal Logistics Information System (FLIS) and the key elements that the FMS customer and/or requisitioner should consider when submitting a supply requisition. 1 hour.

MILSTRIP and TCNs. This lesson focuses on the composition of the requisition document number and supplementary address information. The lesson examines the critical elements of Military Standard Requisitioning and Issue Procedures (MILSTRIP) transactions and the construction and interpretation of Transportation Control Numbers (TCNs). 1-1/2 hours.

Logistics Workshop: MILSTRIP. Practical application of the previous lessons. Students complete an individual requisition practical exercise using automation tools and classroom references. 1-1/2 hours.

Day 2

The NATO Codification System. A guest speaker from The Defense Logistics Information Service (DLIS) examines the National Codification System, the cataloging process, and the services provided to FMS and domestic customers by DLIS. 1-1/2  hours.

The Role and Responsibilities of the Defense Logistics Agency. A guest speaker from Headquarters, DLA will present the organization, functions and policies of DLA. This lesson identifies the roles of the supply depots and supply centers, and the information DLA activities require from the ILCO and other MILDEP activities. 1-1/2 hours.

Pre-case Logistics Planning. This lesson will focus on logistics planning considerations for the development of the LOA and for arranging transportation.  1 hour.

The MAPAD.  The lesson explains the construction of Military Assistance Program Address Codes (MAPACs), the use of the Military Assistance Program Address Directory (MAPAD). 2 hours.

Logistics Workshop: MAPAD Exercise. Practical application of the previous lessons. Students complete an individual practical exercise using automation tools and classroom references. 1 hour.

Day 3

The Role of the Freight Forwarder. This lesson features a freight forwarder as a guest speaker. It will examine freight forwarder problems that are caused by the USG, and problems caused by the FMS customer. 1-1/2 hours.

Transportation Policy, Processes and Plans. This lesson will focus on transportation documents and security requirements for moving HAZMAT, AA&E, and classified material. Of particular emphasis will be the requirement for the preparation of a transportation plan, and the requirement for obtaining a Competent Authority Approval (CAA) for moving explosives. 2 hours.

Pricing Transportation Services. This lesson will focus on the above-the-line and below-the-line pricing processes for transportation services. 1-1/2 hours.

Logistics Workshop: Transportation Planning and Pricing. Practical application of the previous lessons. Students will break into work groups and determine appropriate pricing methodologies for transportation. Work groups will analyze and prepare a transportation plan for classified and/or sensitive material. 1-1/2 hours.

Day 4

Automation Overview and Exercise. This lesson introduces various logistics automation systems available to customers and case managers, with an emphasis on the Security Cooperation Information Portal (SCIP). A hands-on practical exercise will reinforce SCIP understanding. 2 hours.

Acquisition Policy and Process.  A discussion of the unique requirements in the FMS acquisition process including an overview of special FMS guidance contained in the Defense Federal Acquisition Regulation Supplement (DFARS), the role of the contract administration office, and the specific responsibilities of the administrative contracting officer that impact materiel movement.  Students will examine the FMS entries on a procurement contract.  2 hours.

Logistics Support Focus. Guest speakers from PROS, WWRS, EFTS or DRMS program offices will provide a comprehensive look at these follow-on support options available to the FMS customer. 1 hour.

Discrepancy Reporting. An examination of four types of discrepancy reports and their submission and processing requirements. 1 hour.

Logistics Workshop: Discrepancy Reports. Practical application of the previous lessons. Students will break into work groups and determine appropriate course of action to resolve discrepancies based on real-life situations. 1 hour.

Day 5

Final Exam. 2 hours.

FMS Customer Support: A Customer’s Perspective. An FMS supply liaison will discuss US logistics support from the customer’s perspective. 1 hour.

Closing Remarks and Course Survey.  30 minutes.
