The Security Assistance Management Manual (SAMM) [DoD 5105.38-M]
The SAMM provides in a single volume information and instructions needed at all levels within the Department of Defense to carry out responsibilities of the Secretary of Defense for administering U.S. Military Assistance and Foreign Military Sales Programs and related activities. Subjects unique to these programs are covered in detail; those affecting program administration, but which are of general application to other DoD programs, are referenced and summarized if appropriate. The SAMM has been structured to capitalize on the flow of security assistance functions and take advantages of the fact that many of the topics have a natural inter-relationship and correspondingly logical interactions. Note that the on-line version available at the previously noted URL is the “official” SAMM and includes all the most recent “E changes.” The printed version is only current as of the print release date.
The DISAM Journal of International Security Assistance Management
The DISAM Journal is a quarterly publication which provides a focal point for relaying information throughout the security assistance community. The contents vary from research articles on selected security assistance issues, to reports of recent developments within security assistance agencies. Items of information are provided by the Office of the Secretary of Defense, the military departments, and the unified commands, as changes in security assistance legislation, policy, and directives are highlighted, and each issue examines in detail the function of a selected of a selected major security assistance organization/program.
The Management of Security Assistance (26th Edition)
This book provides an explanation of the U.S. security assistance program, to include: a description of the various program elements; the statutory and policy basis for security assistance; the U.S. government organizational structure for security assistance; foreign military sales (FMS) program/case development, financial management, logistics support, and management philosophy; international programs; foreign purchaser and industry perspectives; and overseas operations. This publication examines the security assistance program as a total system process. Although various Department of Defense directives, instructions, and manuals are cited in this publication, it is published for instructional purposes only and does not necessarily represent official U.S. government policies. FMS Customer Financial Management Handbook (Billing) (10th Edition)
This book is intended to provide an explanation of the financial aspects of the U.S. FMS program, with emphasis on FMS billing and reporting. This publication describes “how” the FMS financial system works and in many instances, delineates “why” this financial system is designed to function as it does. While the U.S. Department of Defense (DoD) is always receptive to suggestions to improve FMS financial procedures, readers of this publication should observe that many such procedures are followed because of legal requirements contained in U.S. public law. As a result, DoD very often has little flexibility in the financial administration of the FMS program. This publication does not take precedence over officially published U.S. government directives, instructions, or manuals.
Overview of the Letter of Request (October 2004) (CD-ROM)
This CD-ROM is designed to familiarize Security Assistance Offices with the process of assisting and advising the host nation in preparing a well-crafted and rational letter of request (LOR). Using the fictional country of Bandaria, the LOR follows the iterative actions between the SAO and the Bandarian Ministry of Defense as they gather and analyze information to initiate the acquisition of a major weapon system. The presentation begins with an initial Bandarian inquiry and concludes with the submission of the actual LOR. The importance of the total package approach (TPA) is stressed. SAOs may also find this product useful for foreign customers.
